中国国家人工智能战略对企业双元创新结构的影响效应
The Impact of China's National Artificial Intelligence Strategy on Enterprises' Ambidextrous Innovation Structure

Abstract
Artificial intelligence(AI)is profoundly reshaping enterprises' innovation strategies.While existing studies have examined AI's influence on firm innovation from various perspectives,few have explored how national AI policies drive shifts in enterprises' ambidextrous innovation structures.This study addresses this gap by leveraging the 2017 release of China's New Generation Artificial Intelligence Development Plan as an exogenous policy shock.Using a dataset of 1 458 Chinese A-share listed manufacturing enterprises from 2010 to 2024 and applying a time breakpoint regression method,the research clarifies the causal impact of the national AI strategy on enterprises' ambidextrous innovation orientation.The findings reveal that the national AI strategy significantly drives enterprises' ambidextrous innovation structures toward exploitative innovation,specifically,it promotes exploitative innovation while suppressing exploratory innovation;Meanwhile,this effect exhibits notable heterogeneity across ownership types and market positions:non-state-owned enterprises and enterprises with high market status display a stronger shift toward exploitative innovation,whereas state-owned enterprises show a slight adjustment favoring exploratory innovation.Besides,mechanism analysis indicates that the strategy intensifies this shift by enhancing data assetization within enterprises.In the context of advancing AI-enabled innovation strategies,these results suggest that while firms should capitalize on the short-term performance advantages of exploitative innovation,they must also preserve necessary resources and organizational space for exploratory innovation through measures such as establishing independent budgets,implementing error-tolerant mechanisms,and strengthening data assetization.关键词
