Dilemmas and Mitigation Pathways for High-Quality Development of Chinese Professional Basketball in Context of Governance Capacity Modernization

Abstract
Modernization of the national governance system and governance capacity is an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,which is taken as a crucial guideline for deepening reform and innovative development of professional basketball.Using methods of literature research,field investigation and logical analysis,this study systematically examines the contemporary demands,practical difficulties and mitigation pathways for the high-quality development of professional basketball in China.The study identifies three core contemporary demands for the high-quality development of professional basketball in China in the context of governance capacity modernization:first,to build the foundation of the rule of law and implement institutional empowerment to form a new mechanism of professional basketball governance;second,to carry out multi-stakeholder coordination and resource optimization to build a new governance pattern for professional basketball;and the third,to adopt standard-driven and technology-enabled development to create a new governance path for professional basketball.The modernization of professional basketball governance faces prominent practical dilemmas,including the imbalance of the institutional framework,the absence of a systematic intervention mechanism,and the insufficiency of implementing systems for professional leagues.Accordingly,the following mitigation pathways are proposed:clarifying the intervention boundaries of public authority and strengthening collaborative advancement of the rule of law to reshape governance order and enhance institutional efficiency;leveraging both system regulation and multi-dimensional integration to optimize the industrial ecosystem and strengthen development resilience;and employing the dual drivers of standard system setting and technology empowerment to reshape the underlying logic and enhance systemic effectiveness.关键词
