Exploring the antecedent configurations and evolutionary paths of municipal solid waste management efficiency:a multi-period fsQCA analysis based on provincial panel data

Abstract
Enhancing municipal solid waste(MSW)management efficiency contributes to both economic growth and environmental improvement,achieving a win-win outcome.Governmental,market,and societal conditions jointly shape MSW management efficiency;however,the synergistic interactions among these three dimensions remain insufficiently explored.This study used panel data from 30 Chinese provinces during 2015-2022 to construct an MSW management efficiency evaluation system that incorporates carbon reduction requirements.A super-efficiency Slacks-Based Measure Data Envelopment Analysis(SBM-DEA)model was applied to measure MSW management efficiency,and a multi-period fuzzy-set Qualitative Comparative Analysis(fsQCA)was employed to explore the interactive effects and configurational paths among governmental,market,and societal conditions.The results showed that no single condition served as a necessary factor for achieving high MSW management efficiency.Instead,interactions among government,market,and society formed diverse configurations that jointly drive efficiency improvement.During Period 1(2015-2018),three equivalent configurations were identified,including the market-driven,government-society collaborative,and government-market dual-driven types.During Period 2(2019-2022),three new configurations emerged,namely the social consumption-dominant,market-society dual-driven,and government-market dual-driven types.The synergy between government and market became more stable over time,whereas the influence of social consumption strengthened significantly.This study reveals the dynamic evolution of the synergistic effects of governmental,market,and societal conditions on MSW management efficiency,deepens the understanding of the complex interactions among various determining factors of MSW management efficiency,and provides practical implications for local governments.关键词
