Abstract
With the deepening of the emission peak and carbon neutrality goals,concrete-steel hybrid tower has become the mainstream choice for high tower wind power projects in onshore plain areas due to their significant advantages in stiffness and economy. However, the construction process of this type of tower is complex, coupled with the unique soft soil geology, seasonal strong winds, and intensive cross operations in plain areas, which pose severe challenges to project management. This paper first analyzes the risk of project schedule delay caused by the location selection of wind turbines and the obstruction of construction by villagers, revealing the deep-seated impact of villagers'obstruction on the construction period. Then, the safety risks caused by concentricity deviation, prestressing tension, and vortex induced vibration during tower hoisting construction are analyzed, and corresponding technical control and prevention measures are proposed. At the same time, safety analysis and response measures are analyzed for the hoisting of wind turbine cabins, blades, and other components. The research results show that:1)Project schedule risks mainly stem from dual factors of external coordination and internal management. The site selection of wind turbines should take into account both technical conditions and social environmental factors, with a focus on avoiding approved but undeveloped facilities and conducting surveys of sensitive areas with folk customs.Villagers'obstruction of work is the core cause of delayed progress, and its essence is often a dispute over compensation interests.2)The lifting operation of the steel tower section in the concrete-steel hybrid tower is of utmost importance for construction safety management and control. The tower requires extremely high installation accuracy, and strict control of concentricity measurement is required during construction to ensure that the structural stress meets the design conditions.Prestressing tensioning,as a key process connecting tower and foundation,is prone to cross operation.Special attention should be paid to risk identification and safety management and control, and the steel strand cutting process should be standardized.3)Attention should be paid to the construction safety risks caused by wind speed.Sudden strong winds in plain areas can easily cause vortex induced vibration in steel tower sections. It is necessary to comprehensively use physical vibration prevention measures such as spoilers and cable wind ropes, combined with meteorological forecasting, and use continuous operation during the window period to reduce project construction safety risks.关键词
