Abstract
Education,science and technology,and talent development are deeply interconnected in terms of goal orientation,institutional building,and outcome achievement,exhibiting complex systemic and ecological characteristics.Promoting the strategic coordination of these three pillars and strengthening the organic alignment of goals as well as the concerted efforts of policies will facilitate an overall optimization of the strategy.In this process,in order to give full play to the leading and fundamental role of education in scientific and technological progress and talent cultivation,evaluation reform must serve as the driving force,with evaluation and incentive mechanism characterized by cross-integration as the key lever.However,current evaluation reform faces practical challenges,including the lack of policy coherence and coordination at the macro level,and the mismatch of evaluation design and synergies.Therefore,it is recommended to further strengthen top-level institutional design,establish a department-coordinated evaluation orientation,and build a cultural guarantee system that integrates key elements.In this way,evaluation reform can facilitate the synergetic advancement of the strategy,and generate a multiplication effect for high-quality development.关键词
