主动健康视域下社区体育健康治理的内涵、困境与实施策略
Connotation,Challenges and Implementation Strategies of Community Sports Health Governance from the Perspective of Active Health

Abstract
This study examines the connotation,practical challenges,and implementation strategies of community sports health governance from the perspective of active health by employing literature review,policy text analysis,and inductive analysis.The analysis shows that current practice still faces several challenges,including a mismatch between resource allocation and demand,insufficient sustained participation among residents,incomplete multi-stakeholder collaboration mechanisms,limited data governance capacity,and insufficient long-term financial support.These challenges hinder the transformation of community sports from activity-based provision to broader health promotion.In response,the study proposes that community sports health governance should be oriented toward health outcomes.It should optimize the allocation of community sports resources,strengthen residents'health literacy and capacity for sustained participation,develop multi-stakeholder collaboration mechanisms involving sports and health departments,communities,and social organizations,improve data governance rules and platform coordination mechanisms,and optimize the investment structure while strengthening performance evaluation.These strategies can help develop a community-based,sports-enabled,and digitally supported approach to community sports health governance,offering a reference for promoting health for all and advancing health equity.关键词
