Abstract
Against the backdrop of advancing the"Dual Carbon"goals,the printing and dyeing industry constitutes a core high-emission and high-energy-consuming segment of the textile industry.Its carbon emission reduction performance is directly linked to the realization of the carbon peaking target in the industri-al sector.At present,the legal regulation of carbon emissions in the printing and dyeing industry faces several deficiencies,including the absence of dedicated legislation,insufficient coordination and precision in supervi-sion,unbalanced incentive and restraint mechanisms,and diluted corporate primary responsibilities.Such prob-lems stem from the mismatch between institutional supply and the industry's distinctive characteristics,such as carbon emissions generated from diversified production processes,a large number of micro,small and me-dium-sized enterprises(MSMEs),and regional industrial clustering.In response,it is imperative to accelerate the formulation of special legislation,establish a coordinated and precise supervision mechanism,optimize the collaborative system of incentives and restraints,and consolidate corporate primary responsibilities,so as to steadily advance the implementation of the"Dual Carbon"strategy.关键词
