Institutional Framework and Measures for HPAI Prevention and Control in the European Union
摘要
Abstract
Highly pathogenic avian influenza(HPAI)is recognized as a major animal disease that poses a significant threat to the poultry industry,public health security and international trade.In order to control the outbreak of avian influenza(AI),a multi-level and comprehensive prevention and control system based on risk management has been established by the European Union(EU)over recent decades.Here,the EU quarantine framework and control materials related to AI were reviewed.The EU institutional framework for HPAI control was analyzed,including legislative framework,veterinary governance system and technical support mechanism.The key control practices,including the comprehensive surveillance system,standardized tiered emergency response mechanism and prudent emergency vaccination strategy were elaborated in detail.The status regarding AI prevention and control was described,with a view to providing a reference and guidance for improving the construction of animal disease prevention and control system in China,and enhancing its corresponding capacity.关键词
