Abstract
As an important carrier for water-based tourism, sightseeing and recreation, recreational vessels have become increasingly significant in the use of urban waterfront space and the upgrading of cultural tourism consumption. However, their diverse vessel types, scattered activities and complex operating entities pose new challenges to water traffic safety governance.Against the background of the implementation of the Guangzhou Water Traffic Safety Management Provisions, and drawing on the survey of 2,326 recreational vessels and related craft in Guangzhou as of March 2026,this paper examines the institutional value of the Provisions in defining regulated objects, setting basic vessel and personnel requirements, regulating operating waters and clarifying safety responsibilities. It identifies practical problems, including unclear classification of regulated objects, insufficient coordination between vessel certificates and personnel qualifications, underdeveloped rules for operating waters, and an incomplete collaborative supervision loop. The paper argues that Guangzhou should, under the overall coordination of local government, establish classified identification rules and responsibility lists, refine vessel certificate and personnel requirements, create categorized operating-water lists, improve the"1+N"closed-loop collaborative supervision mechanism, and strengthen dynamic supervision under adverse weather. These measures may help shift recreational vessel management from principle-based regulation to refined,closed-loop governance, providing reference for similar cities.关键词
