Diversified Investment in Ecological Conservation and Restoration:Theoretical Framework,Practical Models and Policy Pathways

Abstract
Establishing a diversified investment mechanism for ecological conservation and restoration is a major reform deployment enacted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China.This paper aims to deconstruct the theoretical framework and operational status of investment in ecological conservation and restoration,summarize and analyze the characteristics of typical practical models,focus on the predicaments faced by the current diversified investment in this field,and further propose corresponding policy pathways.The results show that:(1)The core logic of diversified investment in ecological conservation and restoration lies in constructing a sustainable fund investment mechanism featuring"government guidance,social participation,and rural co-governance"with the key objective of addressing the"triple predicament"arising from over reliance on fiscal investment in the past.(2)The three types of investment models for ecological conservation and restoration,namely public welfare,quasi-public welfare,and profitable models,exhibit a gradual increase in the degree of marketization and a corresponding decrease in government intervention,with significant differences in investment subjects and operational procedures.(3)Management mechanisms can be improved in aspets of fiscal funds,social capital,financial financing channels,and publicity services to tackle so as to address the challenges in establishing a diversified investment mechanism for ecological conservation and restoration,such as large capital gap and a relatively single source of capital.关键词
