极端恶劣天气对船舶安全航行的影响及海事监管对策分析
Analysis of the Impact of Severe Weather on Ship Navigation Safety and Maritime Supervision Countermeasures
摘要
Abstract
Through the lens of typical accidents such as the capsizing of MV Dong Fang Zhi Xing due to a downburst and the sinking of MV Fu Jing 001 during a typhoon,this paper provides a precise analysis of the damage mechanisms of severe weather on ships.It reveals the underlying challenges in maritime supervision,including gaps in forecast integration,information silos,and inconsistencies in navigation restriction standards.To address these issues,the paper proposes three targeted countermeasures:establishing an integrated"meteorology-supervision"information fusion platform,promoting the application of intelligent sensing technologies,and unifying and refining navigation restriction standards.The ultimate goal is to drive the transformation of maritime supervision from passive response to intelligent supervision.关键词
