生态文明建设监督体制协同机制研究
Research on the Collaborative Mechanism of the Supervision System for Ecological Civilization Construction
摘要
Abstract
As an important institutional arrangement for promoting ecological civilization construction,the core of optimizing the national natural resources supervision system,the central ecological and environmental protection supervision system,and the departure audit system for natural resources assets upon the departure of leading cadres lies in collaborative governance.Based on sorting out and comparing the three systems,this paper uses the collaborative governance theory to analyze the logic of collaborative governance among the three systems.From the perspectives of goal collaboration,spatial collaboration,policy collaboration,and procedure collaboration,the paper constructs specific paths for the collaborative mechanism of the ecological civilization construction supervision system:clarifying the responsibilities and powers of departments by establishing an inter-departmental coordination system,integrating inspection forces by establishing a joint action system,strengthening index mutual recognition by establishing a outcome sharing system,and building a unified platform by establishing an information sharing system.Ultimately,a full-chain collaborative mechanism covering the three systems for ecological civilization construction supervision will be formed.关键词
