Abstract
This paper takes Hezhou,Guangxi—known as"China's Ground Calcium Carbonate Capital"and"China's Artificial Marble Capital"—as a case study to examine the policy practices of its green transition in the carbonate industry.It explores how resource-based cities can achieve synergistic progress between ecological environmental protection and industrial economic development through systematic policy instruments.The study demonstrates that the core of the Hezhou model lies in the deep integration of"industrial ecologization"and"ecological industrialization."Through a multi-layered policy synergy system,it transforms environmental constraints into endogenous drivers of high-quality development,and converts the theoretical ideal of harmonizing"lucid waters and lush mountains"with"golden and silver mountains"into a tangible reality.The experience of Hezhou offers a replicable policy pathway for the green transition of similar resource-based cities.关键词
