Abstract
This paper is based on the difference in the definition of the term"regulations"between GB/T 20000.3-2025,Rules for standardization—Part 3:Guidelines for referencing standards in regulations,and the Legislation Law of the People's Republic of China.It systematically discusses the issue of terminological coordination between standards and laws at the fundamental terminology level.The Legislation Law,based on a normativist logic,strictly defines"regulations"as referring only to administrative regulations and local regulations.In contrast,GB/T 20000.32025,driven by practical considerations,expands the term into a broad category encompassing laws,regulations,rules,and administrative normative documents.This terminological divergence reflects deeper differences between the two systems in terms of objectives and generative logic.Building on this analysis,the paper proposes that,while respecting the characteristics of each system,a"common language"between standards and laws should be gradually constructed through adjustments to core terminology and the improvement of coordination mechanisms.This approach aims to advance their relationship from formal alignment to substantive integration,in order to provide a solid foundation of rules for the modernization of the governance system.关键词
