Abstract
The core of global talent competition is shifting from element agglomeration and system construction to ecological competition.Reference is made to innovation system theory,the evolution of talent work can be divided into three stages:the element-driven stage focuses on scale accumulation via policies and platforms;the system optimization stage relies on mechanisms and services to boost collaborative efficiency;the ecological competition stage leverages value networks and cultural environments to secure long-term competitive advantages.This evolutionary process features nested and spiraling upgrading of systematic capabilities,driven fundamentally by the multi-polar transformation of the global innovation landscape and in-depth restructuring of industrial sectors.Returned overseas talents generally feature cross-system embeddedness,and perform dual functions of knowledge translation and network bridging in the formation of new quality productive forces and the upgrading of innovation ecosystems.Therefore,to advance talent work in the new era,governments should take ecological and systematic thinking as the starting point,align policies with regional industrial structures and innovation foundations,foster differentiated and complementary regional talent ecological layouts,and build an overarching ecosystem that accommodates talent growth,symbiosis and self-actualization.关键词
