Abstract
Local legislation on continuing education constitutes a vital component of China's rule-of-law system for continuing education, playing a critical role in regulating local continuing education for professional and technical personnel and enhancing talent quality.Taking local continuing education statutes for professional and technical personnel issued by 14 provinces, autonomous regions and municipalities directly under the Central Government as research objects, this paper adopts text analysis and comparative research to systematically sort out the basic progress of local legislation. It conducts an in-depth analysis of common features and regional disparities in core provisions including statute titles, legislative frameworks, superior legal bases, applicable targets, management systems, credit hour requirements, funding guarantees, rights and obligations,as well as reward and punishment mechanisms. The study finds that local legislation has established a basic legal framework for continuing education, forming a development pattern of pilot implementation, gradual advancement and dynamic improvement.Nevertheless, prominent defects remain, such as inconsistent core standards, insufficient operability of clauses, poor regional coordination and inadequate alignment with contemporary demands.Based on practical experience and existing shortcomings of local legislation,national-level continuing education legislation can clarify core concepts and positioning, optimize structural frameworks, unify key institutional standards, refine provisions on rights, obligations and liabilities, build a collaborative legislative system and strengthen forward-looking design.关键词
