银川市高素质农民职称评定实践及其优化

Abstract
High-quality farmers are the core talent support for rural revitalization across the board.The evaluation of farmers'professional titles is an important institutional innovation in the reform of China's rural talent evaluation mechanism.At present,it has shifted from pilot exploration to national regular implementation.Taking the professional title evaluation practice of high-quality farmers in Yinchuan from 2022 to 2025 as the research object,a mixed research method combining semi-structured interviews,questionnaire surveys and policy text analysis was used to systematically examine its implementation effectiveness and practical difficulties.The study found that Yinchuan has established a regular review mechanism coordinated by multiple departments to effectively enhance farmers'professional identity and activate the endogenous motivation of rural talents.However,there are still outstanding problems such as poor policy transmission,single structure of the review expert database,lack of field inspections of intermediate professional titles,and deviations in system implementation caused by the"skipping review"rule.Based on this,optimization paths are proposed from four dimensions:policy transmission,process management,system design,and team building,in order to provide practical reference for improving the rural talent evaluation system and promoting the revitalization of rural talent.关键词
