Review and Prospect of the Process of Forestry-Pulp-Paper Integration in China

Abstract
The integration of forestry-pulp-paper strategy has been becoming a core pathway for China's paper industry,which had been suc-cessful to transform a grass-based fibrous raw material supply to a wood-based matter.This paper systematically reviewed the development prog-ress of China's forestry-pulp-paper integration since 1990 and divided its evolution into three phases:the initial exploratory stage featuring poli-cy breakthroughs and preliminary industrial trials by enterprises,the rapid expansion stage marked by capacity growth and green industrial tran-sition,and the new era focusing on industrial security resilience and high-quality development.It further analyzed the policy guidelines and practical achievements in each developmental stage.On this basis,the paper summarized the current raw material structure characterized by do-mestic fast-growing plantations as the main supply,overseas forest resources as supplementary feedstock,and diversified utilization of non-wood fi-bers.It elaborated on major accomplishments including large-scale plantation bases,intensive forest management and intelligent technological up-grading.In view of prevailing challenges such as limited forestland resources,high external dependency on pulpwood and mounting ecological pressure,the study put forward suggestions for future development:boosting domestic raw material self-sufficiency,improving ecological coordina-tion,advancing technological innovation,and optimizing supporting policies.The research is expected to provide references for establishing a se-cure,eco-friendly and high-performance modern raw material supply sys-tem for China's paper manufacturing sector.关键词
