Trust-Based Governance:Strategies and Implementation for Resolving Conflicts Between Property Management and Residents in Old Communities

Abstract
The trust crisis between property management and residents is a common challenge in the governance of old residential communities.Particularly in rural-to-urban resettlement neighborhoods,it is often manifested as a unique"double-helix dilemma"—opposing and negatively reinforcing interactions driven by conflicting interests between property management and residents.Existing research has focused primarily on the institutional design of trust-based property management and preliminary evaluations of its effectiveness,but lacks process-oriented deep explanations of how trust governance actually takes root in old rural-to-urban resettlement communities.This paper takes Community J in Chengdu—a typical rural-to-urban resettlement community—as a case study to explore how trust-based governance can resolve conflicts in contexts characterized by severe trust breakdown.The study finds that trust-based governance,with trust reconstruction at its core,rebuilds the trust foundation of community governance through a"Four Trusts"strategy,i.e.social workers establishing trust,residents entrusting trust,property management keeping trust,and the community enhancing trust.This strategy also triggers three mechanisms—trust regeneration,collaborative co-governance,and institutional constraints—and forms a governance closed-loop of"governance through trust"by building a positive"emotion-cognition-behavior"feedback loop,clarifying a"role-responsibility-resource"action chain,and establishing a"rules-technology-culture"tripartite safeguard.Through process-oriented detailed description,this study provides empirical evidence and procedural explanation for understanding the implementation mechanisms of trust governance in old rural-to-urban resettlement communities.关键词
