农业新质生产力赋能县域富民产业的内在逻辑、现实困境与实现路径
Paths of Empowering County-level Industries that Enrich the People with New Quality Agricultural Productive Forces

Abstract
County-level industries aimed at enriching rural residents are undergoing a critical transition from quantitative expansion to qualitative upgrading.As an advanced form of productive forces in agriculture,new quality agricultural productive forces provide key support for promoting high-quality development of these industries and for advancing urban-rural integration and common prosperity.Drawing upon the factor theory in Marxist political economy,this paper elucidates the intrinsic mechanisms through which new quality agricultural productive forces empower county-level wealth-boosting industries—namely,factor recombination,industrial upgrading,and benefit sharing.It then identifies practical dilemmas,including difficulties in implementing technological innovations,insufficient activation of production factors,monolithic industrial development models,and underdeveloped mechanisms for farmer-industry linkage.Finally,the paper proposes policy paths such as strengthening technological support,activating land,human,and capital factors,fostering diversified industrial integration,and deepening institutional reforms of farmer-industry linkage mechanisms.This research broadens the perspective on how new quality agricultural productive forces can empower county-level development and offers theoretical references for the transformation of county-level industries,thereby contributing to income growth for rural residents.关键词
