数字技术赋能基层微权力监督作用机制研究
Research on the Functional Mechanism of Digital Technology Empowering Grassroots Micro-Powers Supervision

Abstract
Leveraging digital technologies to enhance grassroots supervision has become a crucial practical approach,offering new ways to address challenges in monitoring micro-level power.Grounded in digital technology empowerment theory,this study develops a"technology-power-supervision"framework,using the"Smart Cloud Platform"for rural collective resources,assets,and funds in City F as a case study.It examines how digital technology empowers micro-level supervision efficiently through four intertwined and synergistic mechanisms,i.e.information empowerment breaks down information barriers,process empowerment constrains power exercise,participation empowerment activates societal engagement,and coordination empowerment strengthens oversight synergy.The study also identifies three boundaries in the empowerment process—ontology,mediation,and praxis,which require a multi-level safeguard system,value rationality,flexible governance,and inclusive technology.These are essential for deeper integration of digital technology into grassroots supervision,providing theoretical and practical guidance for modernizing grassroots governance.关键词
