数字嵌入新型城镇化社区文化治理体系重建的实践逻辑
Digital Embeddedness and the Practical Logic of Reconstructing Cultural Governance Systems in New Urbanization Communities

Abstract
People-centered new urbanization entails not only population migration and spatial restructuring,but also demands the simultaneous reconstruction of cultural relations and the enhancement of public cultural life at the community level.As the national cultural digitalization strategy extends to grassroots levels,platforms,media,and data have become essential variables in community cultural governance.However,technological access does not automatically generate cultural connections,leading to a practical tension between"technological presence"and"cultural disconnection".Based on cultural subjectivity and embeddedness theories,this study constructs a"digital space-acting subject-synergy mechanism"analytical framework.Using a cultural governance demonstration project in a relocated community as a case,it examines the practical logic of embedding digital technology into community cultural relations to enhance governance capacity.This study finds that digital embeddedness is not a linear development of technological functions,but rather a gradual process of bidirectional adaptation between technological and cultural logics and coordinated restructuring between cultural relations and governance processes.Specifically,digital space reconnection brings disembedded cultural elements back into residents'interactions through the publicization of cultural elements and the localization of digital content;subject activation transforms residents'cultural capabilities into public action via open expression and organizational absorption;and synergy mechanisms translate scattered actions into institutionalized governance capabilities through technological visibility,situational judgment,and organizational undertaking.The key to digital embeddedness lies not in mere technological presence,but in using cultural subjectivity to guide technology,expanding cultural actions through digital connections,and safeguarding subjects'status via institutions,thereby achieving the re-embedding of cultural relations,the publicization of subject capacities,and the institutionalization of cultural action,and forming the sustained production capacity of a cultural community.Therefore,digital cultural governance in new urbanization communities must shift from technological coverage and platform construction towards cultural adaptation,action capacity,and institutional embeddedness.关键词
