Guided by the Healthy China Strategy:Advancing High-Quality Development of Health Services During the 15th Five-Year Plan Period

Abstract
Since the Healthy China strategy was established in 2016,China's health sector has undergone a transition from a disease-centered to a health-centered paradigm.The release of the Outline of the 15th Five-Year Plan for National Economic and Social Development during the 2026 National Two Sessions marks the entry of Healthy China construction into a critical phase of quality enhancement and efficiency improvement.This paper systematically reviews the strategic background,key tasks,and engineering initiatives for high-quality development of the health sector during the 15th Five-Year Plan period,and analyzes the structural challenges of"aging and childcare"facing full-lifecycle health management as well as technology-enabled pathways.On this basis,it proposes policy recommendations for deepening the coordinated governance of medical care,health insurance,and pharmaceuticals;accelerating the deep integration of artificial intelligence with health management;building an open and collaborative new ecosystem for health services;and strengthening the construction of a full-lifecycle health management system,with a view to providing theoretical reference and practical pathways for high-quality development of the health sector during the 15th Five-Year Plan period.关键词
