基于PMC指数模型的宁夏公立医院高质量发展政策量化评价
Quantitative Evaluation of High-Quality Development Policies for Public Hospitals in Ningxia Based on the PMC Index Model

Abstract
Objective To conduct a quantitative analysis of policy texts related to the high-quality development of public hospitals in Ningxia,and to provide a basis for the formulation and improvement of relevant policies in Ningxia and nationwide.Methods Using the ROST Content Mining(ROST CM)6.0 text analysis tool,five policy documents concerning the high-quality development of public hospitals in Ningxia were selected as the research objects.A policy modeling consistency(PMC)index model for Ningxia's public hospital high-quality development policies was constructed.Results The evaluation system of the PMC index for Ningxia's public hospital high-quality development policies consisted of 9 primary and 37 secondary indicators.The average PMC index of the five policies was 7.403.Among them,the mean values of policy nature(0.960),policy evaluation(1.000),and policy implementation(0.950)were relatively high,whereas the mean values of policy timeframe(0.333),policy recipients(0.680),and policy incentives(0.760)were relatively low.Conclusions The policies for the high-quality development of public hospitals in Ningxia are generally mature.However,the coverage and number of policy documents remain to be improved,and most policies are short-term or medium-term in duration.It is recommended to expand regional coverage and increase the number of policy issuances,strengthen the long-term guarantee of policy timeframe,and enhance policy incentives.关键词
