企业首席知识产权运营官制度的战略逻辑、体系建构与推行理路
The Strategic Logic,Institutional Framework,and Implementation Pathway of the Corporate Chief Intellectual Property Officer System
摘要
Abstract
[Research purpose]In order to solve the problems such as the insufficiency of specialization and marketization of intellectual property operation systems and the absence of long-term mechanisms for the transformation of achievements,this paper focuses on the system of Chief Intellectual Property Officer(CIPO)in enterprises,providing theoretical support and practical solutions for enterprises to build an efficient intellectual property operation ecosystem and facilitate the transformation of innovation achievements.[Research method]Based on the President Xi Jinping's important exposition on intellectual property work,innovation ecosystem theory and modern enterprise system theory with Chinese characteristics,the CIPO system is constructed by using comprehensive standardization methods.[Research conclusion]The CIPO system has the strategic value of implementing the central policies,alleviating operational risks,improving the transformation outcomes and cultivating interdisciplinary talent.The institutional framework is developed based on basic principles,job design,performance compensation and training systems,with a promotion path that combines government-led with enterprise-independent approaches,dynamic management with balanced management,and public services with community services.关键词
