我国制造业中试平台建设的政策迭代、区域差异与优化策略
Policy Iteration,Regional Disparities,and Optimization Strategies for Manufacturing Pilot-Scale Platforms in China

Abstract
[Research purpose]Grounded in the Innovation Value-Chain theory,this study addresses the pain point of commercialization"Valley of Death"by deconstructing the evolutionary logic,regional characteristics,and structural contradictions of China's pilot-scale platform policies.It aims to provide evidence-based references for the high-quality development of these platforms during the 15th Five-Year Plan period.[Research method]Drawing on a research sample comprising two national pilot-scale guideline documents issued in 2024-2025,and 75 provincial-specific policies from over 20 provinces and municipalities nationwide,this study employs policy text analysis and regional cluster analysis.The analysis is conducted across three dimensions:policy evolution,local practices,and diagnosis of structural contradictions.[Research conclusion]National policies exhibit a two-stage iterative trajectory characterized by"scale expansion"followed by"system quality enhancement."At the local level,three differentiated layout models have emerged:science-and-technology-innovation-led,industrial scale-driven,and resource--feature-oriented.Significant regional disparities exist across five major policy tools—fiscal,financial,talent,approval,and factor allocation.Currently,the system faces four structural contradictions:imbalanced industrial distribution,insufficient market-driven self-sustaining capacity,misaligned transmission of assessment objectives between central and local governments,and a shortage of interdisciplinary pilot-scale talent.Accordingly,this study proposes differentiated optimization paths across four dimensions:central-local collaborative governance,region-specific sustainable investment,track-specific precise deployment,and reforms in talent and approval systems.关键词
