Mechanisms for Mobilizing Global Innovation Resources:A Case Study of the National Innovation Center par Excellence

Abstract
[Research purpose]This study examines the mechanisms and practical constraints of national technology innovation centers in mobilizing global innovation resources,and proposes paths for promoting the effective integration of global innovation resources into the domestic industrial technology innovation system.[Research method]Taking the National Innovation Center par Excellence(NICE)as a single case,this study draws on publicly available materials and observational materials generated during project implementation.Multi-source evidence is cross-checked to investigate how global innovation resources enter the domestic industrial technology innovation system through five processes:demand identification,resource matching,project organization,R&D implementation,and interest coordination.[Research conclusion]The findings reveal that a three-pillar industrial technology innovation system comprising the industry demand side,innovation resource side,and R&D carrier side can facilitate the linkage of global innovation resources with domestic industry needs and R&D platforms.Whether global innovation resources can be effectively integrated into the industrial technology innovation system depends on continuous connection across demand matching,R&D validation,and industrial adoption,and is also affected by cross-border project governance conditions.It is therefore necessary to improve the processes for refining industry needs and screening overseas projects,refine differentiated linkage mechanisms between technology validation and industrial adoption,and strengthen cross-border project governance and interest coordination.关键词
