Abstract
Advancing the modernization of the rural governance system and capacity is an inherent re-quirement for comprehensively implementing the rural revitalization strategy. The concepts of multi-sub-ject co-governance,collaborative co-construction,and shared benefits serve as key principles for mod-ernizing grassroots governance, offering a feasible pathway to address governance dilemmas in moun-tainous rural areas of western China.Taking Shangya Village in Yuanlong Town,Tianshui City,as a case study, this paper systematically analyzes the prominent issues and their underlying causes in the village. The analysis is contextualized within the village's reality:it is located in an ecologically sen-sitive area of the Wei River basin, relies on Sichuan peppercorn as its dominant industry, and is expe-riencing accelerating population aging.Specifically, the issues examined include ecological conserva-tion,the operation of collective"three assets"(resources, assets, and capital),public service pro-vision,and multi-subject participation.Based on these findings, the study proposes a governance framework guided by co-construction,co-governance,and shared benefits, which is centered on Par-ty organization leadership, village committee implementation, villagers as primary actors, cooperative collaboration, government support, and social participation.Furthermore,it formulates systematic op-timization strategies across five dimensions:organizational structure, ecological governance,supervi-sion of the collective"three assets,"elderly care services, and villager participation. The aim is to promote the standardized, democratic, and sustainable transformation of governance in Shangya Vil-lage,thereby providing practical experience for optimizing governance models in similar mountainous agricultural villages in western China.关键词
