Study on the impact of multi-subject ecological and environmental governance behaviors on green development efficiency

Abstract
Green development constitutes the core orientation for building a Beautiful China,and multi-subject ecological and environmental governance behaviors play a pivotal role in promoting green development efficiency.Under the strategic background of accelerating ecological civilization construction and advancing high-quality green development at the municipal level,exploring how multi-subject ecological and environmental governance behaviors can effectively boost green development efficiency has important theoretical value and practical significance.This paper systematically analyzed the effects and internal influence mechanisms of multi-subject ecological and environmental governance behaviors on improving green development efficiency from both theoretical and empirical perspectives.In the empirical analysis,this study adopted panel data of 120 prefecture-level cities in China from 2008 to 2023.By applying the Tobit model,Two-way Fixed Panel model,and Spatial Durbin model,we empirically examined the direct effects,mediating mechanisms,and spatial spillover characteristics of multi-subject ecological and environmental governance behaviors on green development efficiency.The results showed that:(1)Multi-subject ecological and environmental governance behaviors exerted a significantly positive impact on green development efficiency;each unit increase in the level of multi-subject ecological and environmental governance behaviors led to an improvement of 0.446 in green development efficiency.This conclusion remained stable and reliable after a series of robustness and endogeneity tests,including replacing core explanatory variables,changing regression models,and employing the instrumental variable method.(2)Multi-subject ecological and environmental governance behaviors promoted green development efficiency through three major mediating channels:enhancing economic agglomeration,advancing industrial structure ecologization,and increasing the output of green technological innovation.These three channels together formed the key transmission paths through which multi-subject ecological and environmental governance behaviors empowered green development efficiency.(3)The impact of multi-subject ecological and environmental governance behaviors on green development efficiency showed significant spatial spillover effects with obvious spatial heterogeneity.In the geographical dimension,it presented a negative spatial spillover effect,indicating that environmental governance behaviors of adjacent cities might exert a certain siphoning effect on local green development efficiency.In the economic dimension,however,it showed a positive spatial spillover effect,which implied that cities with similar economic development levels tend to form race-to-the-top competition and peer effects in environmental governance,thereby jointly promoting the improvement of regional green development efficiency.Overall,this paper enriches the theoretical research on the relationship between multi-subject ecological and environmental governance behaviors and green development efficiency.The conclusions provide important theoretical support and decision-making references for encouraging multiple subjects to participate in environmental governance practices,strengthening regional collaborative ecological governance,and promoting high-quality green development at the municipal level.关键词
