变化环境下城市安全设防与防洪韧性提升思路探析
Analysis of urban safety fortification and flood resilience enhancement under changing environments

Abstract
Urban flood control safety bears on people's lives and property as well as the overall advancement of high-quality economic and social development.China has always attached great importance to urban flood control safety.The Ministry of Water Resources started the revision of flood control planning for seven major river basins in 2022.It systematically reviewed the flood control compliance status of key flood control cities in the river basins,scientifically demonstrated and determined the urban flood control standards,and comprehensively analyzed the flood control situations and demands,thus laying a solid foundation for the deployment of urban flood control projects and the implementation of urban flood control systems.Currently,driven by the intensifying influence of global climate change and rapid urbanization,the risk of urban flood disasters in China is rising and cascading effects of disaster chains are prominent,which poses new situations and challenges to the construction of safe and resilient cities.From the three perspectives of law,technology,and planning,this paper sorted out the basis for China's urban flood control fortification,analyzed the current status of urban flood control compliance,and summarized the changes in urban flood control standards in two rounds of river basin flood control planning.By following the principle of"viewing flood control from a broader perspective"and combining practical cases,this paper elaborated on the issues and challenges of urban flood control fortification in terms of technical standard coordination,safety margin quantification,and differentiated fortification.Additionally,it put forward relevant insights and proposals from the perspectives of strengthening the coordination of technical standards,improving the flood disaster defense system,enhancing basic research,and strengthening integrated planning and coordination.This paper aims to provide reference for promoting the optimization of China's technical standard system for urban flood control fortification and the construction of safe and resilient cities.关键词
