控制权的技术化重置:基层数字治理形式主义的一个解释框架
Embedded Control:An Interpretive Framework of the Formalism in Grassroots Digital Governance

Abstract
Based on a case study of Zhejiang Province's"141"system,an analytical framework of"technological reconfiguration of control rights"is proposed.The study reveals that the emergence of digital governance formalism stems from the technological reconfiguration of hierarchical control rights:the right to set objectives shifts from vague directives to precise metrics,the right to inspect and approve transitions from intermittent sampling to closed-loop monitoring,and the right to allocate incentives transforms from qualitative evaluations to data-based rankings.This reconfiguration generates dual rigid constraints of technical rationality and standardized procedures,compelling grassroots units to adopt patchwork strategies such as selective compliance,procedural responses,and flexible execution,ultimately resulting in formalistic manifestations like play with data,digital redundancy and involution.From a deeper logical perspective,the technological reconfiguration of control rights not only alters the exercise of power but also,through the transfer of power carriers,restructuring of accountability frameworks,and reshaping of power legitimacy,completes a profound reorganization of power.This leads to the erosion of grassroots agency and the formation of an institutionalized self-reinforcing cycle of formalism.To address this dilemma,it is imperative to advance the flexible adaptation of control rights,reconstruct the governance compatibility of technological platforms,and establish a balanced governance system of powers,responsibilities,and benefits,achieving a fundamental shift from technical control to technology-empowered governance.关键词
