Time and Space Reconstruction:The Logical Generation and Governance Shift of Grassroots Digital Governance

Abstract
Digital and intelligent technologies are gradually becoming a key variable in grassroots governance in the era of human-machine symbiosis.The core of grassroots digital and intelligent governance lies in achieving a transformation of the governance paradigm through the reshaping of time and space.To explore the logic generation and governance shift of grassroots digital and intelligent governance,the structuration theory of Giddens and his time-space concept are introduced,and an analytical framework of"time reshaping-space reshaping-subject reshaping"is constructed.Combined with the"network one-stop dispute resolution center"in City T and relevant cases in City Z,the research is conducted.Currently,grassroots digital and intelligent governance in China is still in the process of transitioning from digital governance to digital and intelligent governance,facing temporal tensions such as the dispersion of governance power and the centralization of digital resources,spatial tensions such as the elasticity of the grassroots crowded society and the digital clarity,as well as practical challenges such as institutional constraints and trust crises.Digital and intelligent governance achieves time reshaping through algorithmic beats and digital collaboration,space reshaping through spatial penetration and scene integration,and governance subject reshaping through human-machine collaboration and the power-responsibility alignment.Although the digital and intelligent technologies in grassroots digital and intelligent governance have not achieved complete autonomous decision-making,they obtain"structural quasi-subjectivity"through agenda setting and scheme recommendation.Their governance efficacy comes from the human-machine collaborative mechanism centering on value supplementation and technology empowerment,which requires grassroots governance to go beyond simple technological instrumentalism and shift to the governance of human-machine collaboration.The research conclusion provides a new theoretical perspective for resolving the tension between technology and society in the intelligent era.关键词
