Government Digital Governance Empowers High-Quality Urban Development:A Dual Perspective Based on Urban Innate Endowments and Acquired Efforts

Abstract
Government digital governance serves as a pivotal force in advancing the modernization and high-quality development of urban governance systems.Based on the quasi-natural experiment of China's"Internet+Government Services"pilot policy and the panel data from 283 prefecture-level cities across China from 2010 to 2022,this study empirically examines the specific impacts and operational mechanisms through how government digital governance empowers high-quality urban development.The findings reveal:(1)government digital governance empowers high-quality urban development;(2)this empowerment occurs through acquired efforts,with business environment and governance capacity playing significant mediating roles in market environment,innovation environment,and municipal maintenance,and less transmission effect on the living environment;(3)cities'innate endowments amplify the enabling effects of government digital governance,such as historical and cultural heritage and natural geographical conditions exerting positive moderating effects,whereas significant less moderating effect of resource endowments;(4)government digital governance possesses positive spatial spillover effects,driving neighboring cities'development through institutional diffusion and regional linkage,thereby propelling overall high-quality regional development.It reveals the direct effects,exogenous effort pathways,and spatial spillover effects of government digital governance in empowering high-quality urban development,and identifies the differential impacts of inherent endowments on governance outcomes.The research results can offer significant theoretical insights and practical value in empowering high-quality urban development.关键词
