New quality productive forces empowering the construction of a modern industrial system during the 15th Five-Year Plan period:theoretical connotation and practical path
摘要
Abstract
At present,the global science and technology competition is becoming increasingly fierce,and the international industrial competition pattern is undergoing a profound remodeling.How to take the initiative in the new round of reform and realize the high-quality development of the industry and the improvement of international competitiveness has become a key issue to be studied in depth.The construction of a modern industrial system is a strong support for the new development pattern,the material and technological foundation for the construction of a modern country,and the inevitable choice for China to take the strategic initiative in the international competition.As an advanced productive force with innovation leading,high-tech efficiency and high quality,new quality productive forces are the key driving force and core element of building a modern industrial system.This study aims to clarify the era characteristics of new quality productive forces and the value implication of the construction of modern industrial system,deeply analyze the direction of the construction of modern industrial system enabled by new quality productive forces,and take Chongqing as a practical case to explore the practical paths for new quality productive forces to enable the building of a modern industrial system during the 15th Five-Year Plan period.The study finds that new quality productive forces are driven by scientific and technological innovation,and promotes the iterative upgrading of industrial technology through continuous breakthroughs in key core technologies.New economic growth points and industrial competitive advantages are cultivated with strategic emerging industries and future industries as the main carriers.Through the optimization and upgrading of industrial structure and the high-level dynamic balance between new supply and new demand,a qualitative leap in the development of productivity will be achieved.The modern industrial system is an industrial system with integrity,advancement and security.It promotes the construction of modern industrial system with industrial intelligence,green development and integration.Starting from the connotation and characteristics of the modern industrial system,new quality productive forces enable the modern industrial system to be high-end,digital,resilient and green.Relying on the hierarchical,collaborative and efficient industrial development ecology,Chongqing actively builds a new engine of modern industry,builds a new ecology of modern industry,improves the stable and safe level of modern industry,and shapes a new green driving force of modern industry according to the practice path of innovation driven,digital empowerment,tenacity and green guidance.By accelerating the cultivation and development of new quality productive forces,we will comprehensively support and lead the construction of a modern industrial system,and accelerate the building of a modern industrial system led by advanced manufacturing.The research aims to expand the theoretical dimension of modern industrial system,deepen theoretical cognition,provide ideas and policy references of applying new quality productive forces to the construction of modern industrial system,and inject new vitality into the construction of modern new Chongqing and the promotion of Chinese path to modernization.关键词
