Strong neighbor priority:a study on preference factors and action logic in the Chengdu-Chongqing Economic Circle interregional cooperation

Abstract
Under the framework of the regional coordinated development strategy in the new era,the Chengdu-Chongqing Economic Circle serves as a pivotal node in China's dual-circulation strategy and a core engine for Western China's development.Optimizing its intergovernmental collaboration mechanism is not only a breakthrough for addressing cross-provincial governance challenges but also a critical lever for advancing regional coordination.By deconstructing the operational logic of intergovernmental collaboration within the circle,this study contributes to enriching China-specific collaborative governance theories with localized cases while refining policy tools to achieve the strategic goal of Sichuan-Chongqing integration.This paper constructs an iterative production framework for intergovernmental collaboration under dual constraints(attribute and relational elements),exploring how these elements shape the evolution of collaborative networks amid escalating regional policy priorities.Based on intergovernmental agreement data(2011-2021)from the Chengdu-Chongqing Economic Circle,we employ social network analysis(SNA)and exponential random graph models(ERGM)to systematically identify driving factors and deduce the evolutionary mechanisms of its collaboration network.Key findings reveal that intergovernmental collaboration in the region exhibits a distinct strong neighbor priority pattern.As regional policy priorities intensify,both attribute and relational elements jointly drive iterative upgrades of the collaboration network.Attribute-wise,local governments prefer partnering with central strong cities characterized by high administrative hierarchy,economic development levels,and income heterogeneity.Relationally,collaboration primarily occurs among geographically adjacent partners within provincial boundaries,yet distant allies occasionally outweigh immediate neighbors.Strategically,the iterative upgrading of regional policies enhances collaboration benefits,reinforcing the strong neighbor priority logic.The Chengdu-Chongqing Economic Circle should leverage attribute elements by amplifying the leading role of central cities,establishing a tiered central city-subcentral city-small/medium city collaborative framework,and fostering cross-regional industrial and innovation chains through their resource allocation capabilities.It should enhance relational elements by reforming administrative-economic zone separation mechanisms,building cross-border systems for tax-sharing and infrastructure co-development,and leveraging digital platforms to reduce collaboration costs and break provincial barriers.It should seize opportunities from national strategic empowerment to create a dual-driven mechanism(top-down policy empowerment and bottom-up collaborative momentum)for deepening regional integration.This research enriches China's localized collaborative governance theory and offers actionable insights for advancing regional governance modernization.关键词
