How can artificial intelligence develop in a sound and beneficial direction:An analysis based on technological risks and national responsibility

Abstract
As the core carrier of the contemporary technological revolution,artificial intelligence is accompanied by both advantages and disadvantages in its development process.Clarifying the dialectical relationship between AI,technological risks and national responsibility is the key to maintaining its sound and beneficial development.To deepen the research on the technological risks of AI,this paper starts from three dimensions,which are endogenous limitations of technology,application limitations of technology,and ethical limitations of technology,to accurately anchor the essential core of the intertwined triple contradictions of"technology-capital-society".To promote the sound and beneficial development of AI,it is necessary to build an all-round guarantee system based on national responsibility.It is expected to take"state-led technology development"as the fundamental support to ensure that productivity innovation always conforms to the overall well-being and long-term interests of humanity,take"improving relevant laws and regulations"as the legal guarantee,and build a rigid institutional constraint framework to regulate the profit-seeking behavior of capital and the boundaries of technology application,take"strengthening ethical guidelines"as the moral constraint to gather value consensus of multiple stakeholders and consolidate the ideological defense line for the sound development of technology.关键词
