国土空间总体规划层面"策规一体"实施路径研究
Research on the Implementation Path for the"Integration of Strategy and Planning"at the Level of the National Spatial Master Planning

Abstract
The national spatial master planning is a strategic blueprint for urban development,and the"integration of strategy and planning"model is the core path to achieve the unity of the scientific nature and implementation of planning.Based on the four-dimensional orientation of"goal-problem-feature-resource",this paper constructs an implementation framework of"integrated planning and strategy"at the level of the national spatial master planning from three dimensions:industrial and functional planning,spatial and scale planning,and investment and financing operation planning.The research has clarified the core logic for the construction of urban positioning and industrial system,sorted out the scale measurement methods and spatial layout of population,land use,buildings,etc.,and proposed a full-cycle investment and financing as well as operation guarantee mechanism,providing theoretical and practical support for the closed-loop management of the national spatial master planning from planning to implementation.关键词
