数据领域标准术语冲突现状分析
Analysis of the current status of terminology conflicts in data standards

Abstract
Currently,China's standardization efforts in the data domain have entered a new stage of systematic advancement.To systematically identify and manage conflicts in term definitions,this study starts from term definitions and constructs a systematic classification framework for term conflicts comprising ten conflict types,along with a detection process.Using 612 data-related standards collected from the National Standard Information Public Service Platform as the data source,a dataset containing 24,575 conflicting term pairs was established.Based on this dataset,a systematic analysis was conducted from multiple dimensions,including type distribution,temporal evolution,standard categories,key terms,core standards,and differences among drafting entities.The analysis reveals that hierarchical conflicts,citation conflicts,and scope conflicts constitute the main body of term conflicts;the number of conflicts increased during the period of rapid advancement in standardization,indicating that the expansion of the number of standards does not naturally lead to improved terminological consistency;standards in the fields of data technology and data resources are the most conflict-intensive areas;"metadata"is the term with the most pronounced conflicts,there are significant differences in conflict types between foundational standards and application standards,while the distribution of conflict types in cross-domain standards is more balanced;government agencies and public institutions exhibit a higher proportion of hierarchical conflicts,while enterprises show the highest proportion of citation conflicts.Based on the above analysis,this paper proposes targeted recommendations from four dimensions:conceptual system construction,full-lifecycle terminology coordination,multi-stakeholder collaborative governance,and citation management standardization,providing empirical support and decision-making references for improving terminology in China's data domain.关键词
