低碳城市试点政策对城市节能减排绩效的影响机制与组态路径研究
Mechanisms through which low-carbon city pilot policy impacting the urban energy conservation and emission reduction performance and its configurational pathways
摘要
Abstract
The low-carbon city pilot policy serves as a critical instrument for China to advance its"dual carbon"goals and promote urban green and low-carbon transition.Against the backdrop of the Beautiful China initiative,this study uses panel data from 244 Chinese cities as a research sample and employs a mixed-method approach combining regression analysis and configurational analysis to investigate the mechanisms through which the low-carbon pilot policy impacting urban energy conservation and emission reduction performance and its configurational pathways.The findings reveal that:1)The low-carbon pilot policy significantly improves urban energy conservation and emission reduction performance,with stronger effects observed in cities characterized by less developed economies,smaller population sizes,and lower levels of urbanization.2)The mediation analysis indicates that the pilot policy can stimulate urban green innovation behaviors,such as green technology and green investment,thereby enhancing energy conservation and emission reduction performance.3)The moderation analysis shows that high-intensity government environmental attention can positively reinforce the promoting effect of the policy.4)The configurational analysis reveals that there are three antecedent configurations for achieving high-level energy conservation and emission reduction performance,which exhibit stage-specific characteristics and regional heterogeneity:the policy-technology dual-driven pathway,the policy-attention coordination-driven pathway,and the technology-capital synergy-driven pathway.This study not only explores the underlying mechanisms through which the low-carbon pilot policy affects urban energy conservation and emission reduction performance,but also provides refined pathway guidance for achieving urban energy conservation and emission reduction targets and systematically advancing the"dual carbon"goals.关键词
