村级治理能力感知对脱贫农户返贫风险防范的影响效应研究
Impact of perceived village-level governance capacity on preventing the risk of return-to-poverty among poverty-alleviated households:Evidence from Hunan,Guangxi,and Guizhou provinces

Abstract
Preventing poverty-alleviated farmers from returning to poverty is the top priority for achieving stable poverty alleviation and promoting common prosperity.Based on the survey data of the 1066 registered households in Hunan,Guangxi,and Guizhou provinces,this study explores the impact of village level governance capacity perception on the risk of poverty-alleviated farmers returning to poverty in underdeveloped areas and its mechanism.Research has found that:1)Perceived village level governance capacity can effectively reduce the risk of poverty-alleviated farmers returning to poverty.2)The heterogeneity analysis reveals that perceived village-level governance capacity exerts a stronger effect on preventing the risk of returning to poverty among elderly households,households with lower human capital,households with a higher dependency burden,monitored households,and farmers in formerly impoverished villages,demonstrating a clear pro-poor orientation.3)Mechanism analysis shows that village level governance perception plays a role through information transparency mechanisms and decision-making participation mechanisms,that is,by enhancing the adequacy of information acquisition and the degree of institutionalized participation,strengthening poverty-alleviated households' risk response capabilities,and effectively reducing the risk of returning to poverty.To this end,it is necessary to further improve and enhance the village-level governance system oriented toward information transparency,strengthen grassroots information service capacity driven by demand responsiveness,and refine an institutionalized participation mechanism driven by decision-making involvement.These measures will improve the effectiveness of grassroots governance and the efficiency of responding to farmers' needs,thereby contributing to the consolidation of poverty alleviation achievements and the promotion of common prosperity.关键词
