From Climate Activism to Climate Reactionism:Green Political Polarization in Europe and the United States and Its Implications for Global Climate Governance

Abstract
Since the signing of the Paris Agreement,climate change has become increasingly politicized in Europe and the United States,gradually evolving into a new axis of social cleavage.On the one hand,climate activist movements,represented by groups such as Extinction Rebellion and Just Stop Oil,have continued to expand,pushing climate issues onto the mainstream political agenda through moralized narratives,identity-based political mobilization,and nonviolent direct action.On the other hand,climate reactionism,embodied by Trumpism,European far-right parties,and certain conservative social forces,has risen rapidly,systematically countering green transitions,climate policies,and the global climate governance architecture.The current impasse in climate governance in Europe and the United States stems not simply from rising emission reduction costs or failures in international cooperation,but rather from the persistent polarization of green politics.While climate activism has heightened public awareness of climate issues,its crisis-driven,moralized,and ideologized modes of mobilization have objectively intensified social backlash and political antagonism,providing new mobilizing resources for climate reactionism,and thus generating a significant degree of self-defeating dynamics.The interplay between the two forms,an"activism-reactionism"cycle,substantially erodes the social consensus and policy continuity upon which climate governance depends,and further exacerbates the long-standing deficits in leadership,trust,and cooperation within global climate governance.China,in addressing climate change,has adhered to the principles of"establishing the new before abolishing the old with comprehensive planning,"coordinating energy security with green transition,and maintaining technological neutrality.These approaches offer valuable insights for mitigating green political polarization and steering global climate governance back toward pragmatic cooperation.关键词
