Abstract
Global governance currently faces a dual challenge.On the one hand,existing international legal dispute settlement mechanisms suffer from inherent limitations,while inter-state mediation remains insufficiently prioritized.On the other hand,the persistent escalation of international disputes necessitates the urgent role of mechanisms that are more adept at building consensus and commanding higher levels of acceptance.To address these issues,the state-to-state mediation mechanism of the International Organization for Mediation(IOMed)provides a systematic innovation in settlement agreements,enabling the rational expression of states' political will within an institutional framework.In terms of theoretical value,guided by Xi Jinping Thought on Diplomacy,the IOMed's state-to-state mediation mechanism organically integrates Chinese"Hehe"(harmony and cooperation)culture with modern international law.It constitutes an original public good in the rule of law contributed by China to the international community,offering an Eastern path for the pluralistic construction of international dispute settlement mechanisms.Regarding practical value,the low-cost and non-confrontational institutional design of the IOMed's state-to-state mediation precisely addresses the urgent demand of Global South nations for inclusive and amicable dispute settlement mechanisms,thereby facilitating their transition from passive participants in international rules to active shapers thereof.By exerting profound influence on cognitive paradigms,path selection for global dispute settlement,and state diplomatic behavioral patterns,the state-to-state mediation of the IOMed serves as a significant institutional force for propelling the international order toward a more just and equitable direction.关键词
