Abstract
Agricultural science and technology(S&T)innovation serves as a catalyst for emerging indus-tries,novel business models,and new growth drivers-constituting a core element in fostering new agri-cultural productive forces.In this study,the 22 No.1 Central Document policy statements issued since 2004 were selected as analytical samples.Employing a content analysis approach,we developed a three-dimensional analytical framework-"tool-subject-innovation chain"-to conduct a multi-dimensional examination of China's agricultural S&T innovation policies.The findings reveal that while China's agri-cultural S&T innovation policy instruments are diverse in type,they exhibit a notable structural imbal-ance.Policy instrument selection demonstrates a clear preference for mandatory tools,with contractual and interactive tools playing only supplementary roles.Although the range of innovation actors is broad,coordination among them remains weak.Government dominance is pronounced,whereas the roles and a-gency of other stakeholders-including enterprises,research institutions,and farmers-are comparatively underdeveloped.Furthermore,the innovation value chain places insufficient emphasis on industrial appli-cation,and the degree of integration across its stages remains suboptimal.Critically,the alignment among policy tools,innovation actors,and the innovation value chain is low,and systemic linkages are lacking.Based on these insights,we propose four interrelated policy recommendations:strategically integrate and balance the use of mandatory,contractual,and interactive policy instruments to deliver a synergistic"combination punch";strengthen institutional coordination among heterogeneous innovation actors to fos-ter coherent policy synergy;optimize the configuration of the innovation value chain by enhancing func-tional complementarity and seamless connectivity across its upstream,midstream,and downstream stages;establish a governance mechanism for agricultural S&T innovation-one characterized by adaptive tool de-ployment,coordinated actor engagement,and integrated value-chain management-to provide a robust evidence-based foundation and actionable decision support for advancing agricultural S&T innovation.关键词
