Restructuring Production Relations and Policy Responses in the Ride-Hailing Industry

Abstract
Under the empowerment of digital technology,ride-hailing platforms have created numerous flexible employment opportunities for workers.However,the driver community faces a series of challenges,including deepening labor alienation,persistently declining income-to-time ratios,and significant widening internal disparities.The root cause of this contradictory phenomenon lies in the profound restructuring of ownership of the means of production in the digital era.From the perspective of Marxist political economy,this paper analyzes the tripartite structure of"core(platform)-semicore(car rental companies)-periphery(drivers)"in the ride-hailing economy.The findings reveal platforms establish dominant control through monopolizing digital means of production,while car rental companies,as"semicore"manage physical means of production and undertake risk transfer functions.Drivers,stripped of both types of production means,become structurally dependent on these two entities.Policy-wise,it is essential to break platform data monopolies and establish platforms and semicore based on public ownership,clarify the legal status of the three parties,enhance drivers'collective action capabilities,optimize industry income distribution structures,and build a socialized worker protection system.关键词
