The Grassroots Implementation Dilemmas and Formation Mechanisms of Elderly Care Service Robots:A Comparative Analysis Based on Governance Contexts

Abstract
The transition of elderly care service robots from the industrial sector to communities entails not only challenges in technological research and development but also the problem of grassroots obstruction in policy implementation.Adopting a governance context perspective,this paper conducts a comparative case study of Beijing,Shanghai,and Hangzhou to examine the differentiated obstruction mechanisms underlying technology adoption at the community level.The findings reveal that the three cities can be categorized into three distinct governance contexts:"industry-driven,""consumption-subsidy,"and"service-embedded."Each context is shaped by its respective resource endowments and the logic of the leading government departments and tends to generate specific dilemmas in grassroots implementation,namely,operational sustainability,product supply-demand mismatch,and the attribution of responsibilities among multiple stakeholders.These dilemmas can be deconstructed through a mechanism-based explanatory framework of"initial conditions-dominant logic-operational mechanism-tendency towards dilemma",providing forward-looking design insights for the practical implementation of different types of elderly care service robots in communities.关键词
