Abstract
The professional qualification system is a key mechanism for ensuring engineering quality and safety in the construction industry.After more than three decades of development,China's construction industry has established a comprehensive professional qualification system covering several professional fields.However,during its implementation,the system still faces difficulties such as ideological biases,inadequate legislation,the"dual-track"contradiction between enterprise qualification and individual qualification,and an incoherent management framework.In response,this paper proposes optimization paths,including improving the legal and regulatory framework,reforming examination procedures,strengthening continuing education,furthering the reform of"streamline administration,delegate power,improve regulation,and optimize services,"and rationalizing the management structure,so as to promote a new pattern of a professional qualification system based on individual practice and multi-stakeholder governance,providing a foundation of human resources for high-quality development of the construction industry.关键词
