政府投资高校基建项目集中建设模式优化探究
Optimization of Centralized Construction Model for Government-Funded University Infrastructure Projects

Abstract
With the steady development of higher education in China,the traditional self-construction and self-management model of university infrastructure projects faces challenges in professionalism and integrity risk control.The government centralized construction model can effectively address the drawbacks of the traditional model.In the popularization and application of the government centralized construction model in universities,major problems have gradually emerged:lagging demand response,ambiguous authority and responsibility boundaries,inappropriate intervention timing,complex process coordination,and disordered fund management.From six dimensions-clarifying the division of authority and responsibility,optimizing the intervention mechanism,strengthening process coordination,improving fund management,building a professional talent team,and constructing a performance evaluation system-this paper systematically proposes optimization pathways and safeguard measures for the centralized construction model,aiming to provide theoretical reference and practical guidance for improving the management efficiency of government-funded university infrastructure projects.关键词
