摘要
Abstract
China's urbanization has entered the stock renewal stage. The conservation and regeneration of ancient cities involve multiple stakeholders including local governments, cultural heritage preservation institutions, local residents, developers, investors, operators, design institutes, and experts from various industries.Frequent demand conflicts and unbalanced discourse power have made this a collaborative dilemma in urban renewal. The traditional governance model, characterized by single-entity coordination, information opacity, and an excessive pursuit of short-term benefits, easily triggers resident protests, inefficient decision-making,and project stagnation.Based on organizational social capital theory, this study integrates the core strengths of the SymbioCity working approach and transdisciplinary research to construct a multi-party transdisciplinary collaboration method under a goal-oriented project coalition model, and clarifies the responsibilities and action guidelines for coalition organizers and participants.Using the low-carbon renewal project of Cicheng Ancient City in Ningbo as an empirical case, this paper verifies the effectiveness of the proposed method in ensuring equitable discourse power, systematically collecting stakeholder demands, and balancing the interests of multiple parties. The results show that, compared with traditional government-led or developer-led models, the coalition-based collaboration significantly improves participation equality, information transparency, and plan implementability, offering a replicable working approach for stakeholder collaborative governance in China's urban renewal.关键词
