Quantitative Analysis of Policy Documents in the Domestic Service Industry:A Two-Dimensional Framework Based on Instrumentality and Effectiveness

Abstract
Policies governing the home service industry act as the guiding principles and action blueprints for its quality improvement and scale expansion.Quantitative evaluation of these policies can clarify the government's context for developing the home service industry,which is of great significance for further refining the policy system for this sector.Taking the relevant policy documents of the central ministries and commissions on the domestic service industry issued from 2009 to 2022 as the research sample,this study adopted the content analysis and PMC index model methods to conduct an evaluation based on a two-dimensional analysis framework.The results showed that policies related to the home service industry have entered a phase of vigorous development.Environmental policy tools accounted for 50.45%,supply-oriented policy tools accounted for 41.62%,and demand-oriented policy tools accounted for 7.93%.The PMC index showed that 2 out of 9 policies were rated as excellent and 5 policies as good,indicating that the formulation of policies for the home service industry was well considered and has strong scientific,rational,and feasible overall layout planning,which can provide positive guidance for the development of the domestic service industry.It is recommended that further efforts should be devoted to the integrated application of supply-oriented,environment-oriented,and demand-oriented policy tools,and the proportion of demand-oriented tools should be increased through measures such as brand building,consumption market cultivation,and market shaping.Newly introduced policies should focus on improving foresight and relevance,strengthening long-term effectiveness and stability,fostering collaboration among governments,enterprises,and social organizations,and reinforcing technological support and industrial convergence innovation.关键词
