An Index Framework for Evaluating the Improvement of Regional Collective Forest Tenure System

Abstract
The collective forest tenure system is fundamental for management and protection of collective forest resources.Evaluating the completeness of regional collective forest tenure system in a scientific way is of great significance for assessing the local progress of the reform,recognizing the shortcomings of the tenure system,and promoting the reform to go further.Based on the relevant laws and regulations on the collective forest tenure system and the Plan for Deepening the Reform of the Collective Forest Tenure System,the research constructs an evaluation index framework of three primary indices(forest rights definition,forest rights operation,and forest rights operation assurance),7 secondary indices and 29 tertiary indices,in accordance with the logic framework of"rights definition-rights operation-operation assurance",with the aim to build a clear and efficient collective forest tenure system.Sanming City is taken as a case to elaborate on the collective forest tenure system based on the evaluation index framework,and the score for the completeness is 82.76 of 100,showing the well-behaved feasibility of the evaluation index framework.The evaluation framework can provide a reference for evaluation and optimization of regional collective forest tenure systems.关键词
